The national conference "Management systems in the public administration" has reached the 5th edition

On the 3rd and 4th of November 2011, Pitesti City Hall together with The Romanian Society for Quality Assurance and "Constantin Brancoveanu” University are organizing the national conference on "Management systems in the public administration”, now at its fifth edition.

The meeting constitutes an exchange of experience between management representatives from the public administration, being useful for all participants from previous editions, but for the ones interested in the new edition as well.

Dedicated to the assessment of management systems from the public administration, the conference brings together city hall and county council representatives from all the country, consulting companies, certification bodies, public and private organizations, and central public administration representatives, the purpose being to discuss on current issues in this field, to draft up suggestions, and to exchange experience through the promotion of best practices and improvement solutions.

The theme of the conference wants to reflect the progresses, opportunities, issues and challenges from the management field (financial, quality, environmental, human resources etc.)

The papers presented during the conference will be published in the magazine „Quality – Access to Success”, edited by SRAC and CNCSIS ranked for category B.

The works of the seminar will start on Thursday, the 3rd of November, at 10 am and will end on Friday, the 4th of November, at 12 am.

The conference will take place at  "Constantin Brancoveanu” University from Pitesti.

SRAC - accredited as EMAS environmental verifier

Starting with 27.05.2008, SRAC has been accredited as EMAS environmental verifier, with the accreditation certificate RO-V-0002, issued by the Ministry of Environment and Sustainable Development. With a working group of 7 persons, SRAC has the ability to validate environmental declarations for those scopes it has been accredited for.

EMAS, the most efficient instrument of the sustainable development, represents:
• PERFORMANCE – EMAS is a voluntary environmental scheme  that aims to  improve the environmental performance of organizations, by the means of their own commitment to evaluating and reducing their environmental impacts;

• CREDIBILITY – Through the external and independent nature of the registration and verification process, as well as through the public availability of the information from the validated environmental declaration, EMAS ensures the public credibility and reliability;

• TRANSPARENCY – One of the main objectives of EMAS is the public information through the environmental declaration. This provides information to the public on the environmental impact and performance of that organization and on the manner in which it actively involves, through its employees, in the implementation of EMAS.

New accreditation for SRAC in compliance with the new accreditation standard ISO/IEC 17021:2006

Further to the periodical assessment conducted by the accreditation bodies – ESYD from Greece and RENAR from Romania, SRAC  can issue accredited certification services for the quality management systems (ISO 9001) and for the food safety management systems (ISO 22000 / HACCP) in compliance with the reference  standard ISO/IEC 17021:2006.

ISO/IEC 17021:2006, The Conformity Assessment – Requirements for bodies providing audit and certification of management systems, replaces EN 45012:1998 (ISO/IEC 62:1996 Guide) and ISO/IEC 66:1999 Guide.

SRAC certificates are internationally recognized, as SRAC is accredited as certification body by ESYD – Hellenic Accreditation System S.A (Greece), that is signatory organism of EA MLA.

SRAC accredited by RvA in compliance with the new accreditation standard ISO/IEC 17021:2006

Further to the assessment conducted by the audit team of Raad Voor Accreditatie – RvA, SRAC was granted the accreditation for the quality management system certification (ISO 9001) by the well-known accreditation body from The Netherlands. The Accreditation Certificate no. C 546 is in compliance with the new reference standard ISO/IEC 17021:2006, and includes all the relevant economic scopes. 

ISO/IEC 17021:2006, Conformity assessment - Requirements for bodies providing audit and certification of management systems, replaces EN 45012:1998 (ISO/IEC Guide 62:1996) and ISO/IEC 66:1999.

RvA, full-member of the European and international bodies, EA, IAF and ILAC, is also a signatory of the MLA agreement.

This renewal of the accreditation, in compliance with the new reference standard, proves once more that SRAC is the most important Romanian brand in the field of management systems certification.

ISO published ISO 9001:2008

On 14 November 2008, ISO published ISO 9001:2008, the latest edition of the International Standard used by organizations in 175 countries as the framework for their quality management systems (QMS).

ISO 9001:2008, Quality management system – Requirements, is the fourth edition of the standard first published in 1987 and which has become the global benchmark for providing assurance about the ability to satisfy quality requirements and to enhance customer satisfaction in supplier-customer relationships.

ISO 9001:2008 contains no new requirements compared to the 2000 edition, which it replaces. It provides clarifications to the existing requirements of ISO 9001:2000 based on eight years’ experience of implementing the standard worldwide and introduces changes intended to improve consistency with the environmental management system standard, ISO 14001:2004.

All ISO standards – currently more than 17 400 – are periodically reviewed. Several factors combine to render a standard out of date, such as technological evolution, new methods and materials, new quality and safety requirements, or questions of interpretation and application. To take account of such factors and to ensure that ISO standards are maintained at the state of the art, ISO has a rule requiring them to be periodically reviewed and a decision taken to confirm, withdraw or revise the documents.

ISO/TC 176, which is responsible for the ISO 9000 family, unites expertise from 80 participating countries and 19 international or regional organizations, plus other technical committees. The review of ISO 9001 resulting in the 2008 edition was carried out by subcommittee SC 2 of ISO/TC 176.

This review has benefited from a number of inputs, including the following: a justification study against the criteria of ISO Guide 72:2001, Guidelines for the justification and development of management system standards; feedback from the ISO/TC 176 interpretations process; a two-year systematic review of ISO 9001:2000 within ISO/TC 176/SC2; a worldwide user survey carried out by ISO/TC 176/SC 2, and further data from national surveys.

ISO Secretary-General Alan Bryden commented: “The revised ISO 9001 results from a structured process giving weight to the needs of users and to the likely impacts and benefits of the revisions. ISO 9001:2008 is therefore the outcome of a rigorous examination confirming its fitness for use as the international benchmark for quality management.”

ISO/TC 176/SC 2 has also developed an introduction and support package of documents explaining what the differences are between ISO 9001:2008 and the year 2000 version, why and what they mean for users. These documents are available on the ISO Web site.

SA8000 certification in Romania – the first romanian organizations certificated by IQNet Ltd

Funding for the certification of Romanian companies

The Romanian companies have now the opportunity to implement the International standards and/or establish testing and calibration laboratories using the European Union funding.

The Ministry for SMEs, Trade, Tourism and Liberal Professions (MIMMCTLP) has released The Applicant Guide “Support for the Implementation of the International Standards”, and the projects can be submitted starting with the 18th of August 2008.

According to the Guide, published on the website, MIMMCTPL will grant non-reimbursable funds for:
• the establishment, modernization and accreditation of the testing and calibration laboratories;
• implementation and/or certification of the quality management system ISO 9001(for product and/or service providers), the environmental management systems, in compliance with ISO 14001 or EMAS or the quality/environmental integrated management system;
• ecological labeling;
• certification of products/services/processes.

The total budget for the year 2008 is of EUR 4.1 mil, and the maximum amount of money that a company can apply for is of EUR 200,000, by observing the minimum contribution. This amount of money can reach maximum 70% of the total eligible costs for small enterprises (up to 49 employees) and for micro enterprises (up to 9 employees), respectively 60% of the total eligible costs for medium enterprises (up to 249 employees).

The projects can be implemented in maximum 24 months, as the time frame between the date of signing the financing contract and the date of completion for the last activity mentioned in the project.

SRAC – accredited body OHSAS 18001 certification based on the new accreditation referential ISO/IEC 17021:2006

Further to the conduct of the assessment process by OLAS – Office Luxembourgeois D’Accreditation et de Surveillance – SRAC has successfully renewed its accreditation for the certification of the occupational health and safety management systems (OHSAS 18001) for all the relevant economic scopes.

SRAC remains thereby the only Romanian certification body accredited for the OHSAS 18001 certification.

This accreditation marks, besides the reconfirmation of SRAC competence as OHSAS 18001 management systems certification body, the successful completion of SRAC efforts towards the transition to the new accreditation standard ISO/IEC 17021:2006.

ISO/IEC 17021:2006, Conformity assessment – Requirements for bodies providing audit and certification of management systems, places rigorous requirements for competence and impartiality on the certification bodies, being compatible with a further expansion of management systems certification.
This referential replaces EN 45012:1998 (ISO/IEC Guide 62:1996) and ISO/IEC Guide 66:1999, the accredited certification bodies being bound to implement its requirements by 15.08.2008.

Certificare SRAC ISO 9001 la Primaria Municipiului Medgidia

La inceputul lunii aprilie a avut loc decernarea in cadru festiv a certificatului SRAC de conformitate cu standardul international ISO 9001, Primariei Municipiului Medgidia, ca o confirmare a implementarii cu succes a unui sistem de management al calitatii eficient si eficace, orientat spre imbunatatire continua si satisfactia clientilor (atat interni – personal al institutiei, cat si externi – petenti si comunitate in ansamblul sau). Evenimentul a avut loc la sediul institutiei, la orele 12:00, si a reunit, alaturi de Primarul Dumitru Moinescu, Vice-primarul Mircea Talasman, consultantul care a sprijinit organizatia in demersurile de implementare si reprezentantul SRAC Tatiana Chirosca, numerosi reprezentanti ai comunitatii si presei locale.

Astfel, Primaria Municipiului Medgidia, se inscrie in randul organizatiilor care au ales SRAC ca partener in demersurile de imbunatatire a performantei si calitatii serviciilor de administratie publica locala furnizate. Acestea dovedesc o implicare profunda si un angajament ferm fata de comunitatea deservita. In prezent, SRAC este cel mai important organism de certificare din Romania, acreditat la nivel national si international, cu peste 6000 de organizatii certificate si circa 9000 certificate acordate, intre care se regasesc numeroase institutii ale administratiei publice, precum primarii, prefecturi, consilii judetene si alte organizatii subordonate acestora.

Totodata, si intrucat SRAC este partener IQNet – cea mai mare asociatie internationala a organismelor de certificare, alaturi de certificatul SRAC ISO 9001 s-a acordat Primariei Municipiului Medgidia si certificatul international IQNet ISO 9001.

SRAC Policy regarding transition to OHSAS 18001:2007

1. Preambul
Numeroase organizatii implementeaza un sistem de management al sanatatii si securitatii ocupationale (OH&S) ca parte a strategiei de gestionare a riscurilor, in vederea respectarii legislatiei si a protejarii propriei forte de munca. In acest sens, inca din anul 2003, SRAC s-a implicat in furnizarea de servicii de certificare a sistemelor de management al sanatatii si securitatii ocupationale conform specificatiei internationale OHSAS 18001:1999.
La inceputul lunii iulie 2007, noua revizie a standardului OHSAS 18001:2007 Occupational health and safety management systems – Requirements (Sisteme de management al sanatatii si securitatii ocupationale – Cerinte) a fost publicata in mod oficial de catre BSI (British Standards Institution).

2. Pregatirea pentru tranzitie
• Organizatiile deja certificate conform OHSAS 18001 dispun de o perioada de 2 ani pentru a realiza tranzitia la editia 2007. Perioada de tranzitie se va incheia pe 1 iulie 2009. Toate evaluarile pentru tranzitie ar trebui sa aiba loc inainte de 31 martie 2009 pentru a permite un interval de 3 luni pentru corectarea potentialelor neconformitati si pentru a evita o perioada fara certificat.
• SRAC recomanda auditarea sistemului de management al sanatatii si securitatii ocupationale conform cu noua revizie OHSAS 18001:2007 in timpul auditurilor de supraveghere sau reinnoire programate in mod normal. Pe baza unui chestionar delta, echipa de audit SRAC va verifica implementarea eficienta a noilor cerinte. Ca si in cazul unei certificari initiale, inaintea evaluarii in vederea tranzitiei la noul referential, este necesar ca toate cerintele OHSAS 18001:2007 sa fie implementate si sa fi fost efectuat cel putin un audit intern complet si o analiza a managementului.
• Conform perioadei de tranzitie stabilite, nu va mai exista nici un certificat eliberat pe baza editiei din 1999, dupa perioada de 2 ani de la publicarea noului standard, respectiv 1 iulie 2009.
• Certificatele emise, avand ca referential OHSAS 18001:1999, trebuie sa aiba valabilitatea maxima pana la 1 iulie 2009. Nici un audit ulterior nu va fi efectuat conform editiei din 1999.

3. Aspecte suplimentare care necesita o atentie deosebita
Noua editie a standardului OHSAS 18001 este mai orientata spre rezultate si aliniata cu standardele ISO 9001:2000 si ISO 14001:2004, incurajand astfel integrarea sistemelor de management.

 Printre principalele aspecte revizuite in noua editie a OHSAS se numara:
• OHSAS se intituleaza acum standard si nu specificatie sau document ca in editiile anterioare. Acest aspect va permite adoptarea la scara extinsa a OHSAS 18001 ca baza pentru standardele nationale pentru sistemele de management al sanatatii si securitatii ocupationale;
• Se acorda o mai mare importanta aspectului „sanatate” comparativ cu aspectul „securitate”;
• Se face o distinctie clara intre sanatatea ocupationala a angajatilor si securitatea unei organizatii din punct de vedere al impacturilor externe si economice;
• Termenul „incident” inlocuieste termenul „accident”. Aceasta modificare are consecinte ulterioare asupra analizei actiunilor preventive si corective;
• A fost introdusa o noua cerinta cu privire la delegarea controlului ca parte a planificarii OH&S;
• Managementul schimbarii este tratat in mod explicit;
• Tiparele comportamentale ale angajatilor, aptitudinile personale ale acestora si ceilalti asa-numiti factori umani trebuie luati in considerare la determinarea pericolelor si a actiunilor preventive si corective corespunzatoare. In plus, acesti factori trebuie luati in considerare in special pentru cresterea constientizarii angajatilor si in cadrul instruirilor generale si specifice;
• La determinarea actiunilor corective si preventive, trebuie avuta in vedere o anumita ierarhie a acestora, anume: eliminarea pericolelor, inlocuirea cu pericole mai putin relevante, actiuni de protectie tehnica, actiuni de protectie organizationala, actiuni de protectie personala;
• Conformarea la cerintele legale constituie o noua cerinta care va fi evaluata la nivel intern;
• Au fost introduse noi cerinte cu privire la participare si consultare;
• Se solicita o mai puternica implicare a angajatilor in sistemul de management al sanatatii si securitatii ocupationale;
• Au fost introduse noi cerinte cu privire la investigarea incidentelor;
• Se solicita si analiza asa-numitelor incidente nu numai analiza accidentelor asa cum se utiliza anterior;
• Pentru evaluarile de management sunt necesare noua elemente de intrare (la fel ca in ISO 14001); 
• Au fost incluse definitii noi (23 in loc de 17), iar definitiile existente au fost revizuite pentru a satisface cerintele pentru o sanatate ocupationala moderna si preventiva;
• Pentru asigurarea asigurarii sanatatii si securitatii ocupationale a tuturor angajatilor trebuie luate in considerare toate riscurile si pericolele relevante.

SRAC certificates under accreditation with international recognition

In April, SRAC has obtained the accreditation for the environment (ISO 14001) and food safety (ISO 22000/HACCP) management systems certification, also from ESYD, accreditation body - EA MLA signatory.

At the end of February 2007, SRAC has obtained the accreditation for the quality management systems certification (ISO 9001), also from ESYD – Hellenic Accreditation System S.A., in compliance with the reference standard EN 45012.

This accreditation represents a re-confirmation of SRAC status as a competent, reliable and highly professional certification body, as already proven by its leadership on the Romanian certification market and by the partnership in the largest International association of certification bodies – IQNet.

By ESYD capacity as EA MLA signatory (the Multilateral Agreement of the European Co-operation for Accreditation), the international recognition and acceptance of the certificates issued by SRAC for quality, environment and food safety management systems.

Goods package: MEPs clarify CE marking and importer rules

Parliament has adopted at first reading a key legislative package on the internal market in goods. The legislation cover a large proportion of products marketed in the EU in more than 20 industrial sectors, including electro-technical products, machinery, radio/telecoms equipment, toys, medical devices, construction products and high speed rail systems. MEPs clarify what is meant by the CE mark and insist that importers must be responsible for the safety of goods they import.

The package consists of two regulations and a decision designed to remove barriers to the free movement of goods while improving consumer safety.

Arlene McCARTHY (PES, UK), Chair of the Committee on Internal Market and Consumer Protection, stated: "With the adoption today of this important Package, the free movement of goods within the EU, a cornerstone of the Internal Market, will be substantially reinforced. Businesses, and in particular, SMEs, will find it easier to sell their products across borders. At the same time, consumers will benefit from a greater offer of high quality and in particular, safe products. For the first time, there will be a Community-wide structure for accreditation, an important element in ensuring safety and mutual recognition of products, and for market surveillance."

The first regulation, on the application of national technical rules to products lawfully marketed in another Member State, deals with abuses of the principle of mutual recognition by Member States.

Parliament report on this regulation was drafted by Alexander STUBB (EPP-ED, FI). In its amendments the EP has made major changes to the draft legislation. Firstly, the aim and scope of the regulation are much clearer. Secondly, a set of rules is established which must be observed by any country wishing to lay down specific technical requirements.

Speaking in the plenary in Strasbourg, Mr Stubb said: "Seventy-five per cent of goods are harmonised, and twenty-five percent are not. The harmonised proportion amounts to EUR 1 500 billion, or in other words EUR 1.5 trillion, and the non-harmonised proportion to EUR 500 billion. Of that EUR 500 billion, there are problems relating to EUR 150 billion. The Commission tells us that, if mutual recognition worked, our GDP would go up by 1.8%."

These rules too are much clearer, thanks to Parliament. One of the key points was the proof of conformity. Until now it was up to the manufacturer to show that his product met the specific requirements of the Member State. Now the onus is on the authorising body to show if a product does not meet the standards. Any procedures needed will also be shorter (60 days maximum).  Lastly, one-stop shops will be available to deal with all the formalities and provide information. This regulation concerns non-harmonised goods, i.e. a large proportion (25% of the market) of basic goods, from bicycles to scaffolding. It will apply 9 months after it enters into force.

Safer products create greater consumer confidence

Free movement of goods has to go hand-in-hand with high safety standards.  Most goods in the EU (lifts, engines, electrical appliances, pharmaceutical products etc.) are governed by common standards laid down in sectoral regulations.  The bodies which accredit the agencies that assess product conformity with the rules are, and will remain, national. However, another regulation adopted by the European Parliament, on requirements for accreditation and market surveillance relating to the marketing of products (rapporteur: André BRIE, GUE/NGL, DE), sets up for the first time a common EU accreditation system and standardises the rules by which accreditation is to be granted. This regulation (and the accompanying decision - see below), constitute a "qualitative leap" in the area of harmonised goods, according to Mr. Brie. The aim was not to set up new agencies or bodies nor to increase the number of inspections but to make existing instruments more effective and to define clearly the responsibilities of manufacturers and importers as well as Member States.

The decision on a common framework for the marketing of products (rapporteur: Christel SCHALDEMOSE, PES, DK) lays down a clear legal framework for all future regulations on the internal market in goods.  It covers areas such as importer liability and the level of protection of public interest.

The regulation also lays down rules on the CE mark on goods. It will now be clear that the CE mark does not guarantee safety but simply that the product complies with the relevant directive. The legislation as adopted does provide for the possibility of putting a safety marking, intended this time for the consumer and not for the accreditation bodies. It also states that national marks will continue to coexist along with the CE mark provided they bring added value regarding safety and as long as a common solution of all Member States has not been found. The regulation will apply from January 2010.

CE marking defined

The draft legislation also deals with the uncertainties faced by consumers who buy a product labelled with a national marking or the "CE" mark.

“CE marking” means a marking which materializes the declaration of the manufacturer that the product is in conformity with the applicable requirements set out in Community harmonization legislation providing for its affixing" says the committee in the agreement with the Council.

Burden on importers

In the agreement with the Council, the European Parliament underlines that importers must place only compliant products on the Community market. Before placing a product on the market importers must ensure that the appropriate conformity assessment procedure has been carried out by the manufacturer. They must ensure that the manufacturer has drawn up the technical documentation, that the product bears the required conformity marking(s), is accompanied by the required documents and that the manufacturer has respected the requirements set out in the directive.

Instructions and safety information obligatory for importers

The European Parliament says that "importers shall ensure that the product is accompanied by instructions and safety information supplied in an official language easily understood by consumers and other end-users as decided by the concerned Member State."

Product Contact Points will be established in all Member States. They will provide information on national technical rules, so that enterprises, in particular SMEs, can obtain reliable and precise information about the law in force in the Member State where they intend to sell their products.

SRAC- body notified by the European Commission for the product conformity assessment

Incepand cu 2008, SRAC a fost notificat de catre Comisia Europeana pentru trei dintre Directivele Europene si anume:

• Directiva 89/106/EEC Produse pentru constructii
Astfel, SRAC a fost inclus in directorul NANDO – New Approach Notified and Designated Organizations, care include organismele notificate la nivel european si poate fi consultata la adresa

Aceasta inseamna ca SRAC poate efectua evaluarea conformitatii produselor in raport cu Directiva 95/16/EC Ascensoare, transpusa in Romania prin HG 439/2003, cu Directiva 90/384/EEC Echipamente de cantarit cu functionare neautomata, transpusa in Romania prin HG 617/2003 si cu Directiva 89/106/EEC Produse pentru constructii, transpusa in Romania prin HG 622/2004 in urmatoarele cazuri:

a) Directiva 95/16/EC Ascensoare (vezi tabelul cu grupa de produse)
Producatorii/montatorii, evaluati de SRAC conform unuia sau mai multor module, pot pune pe piata ascensoare si componente pentru ascensoare (conform tabel), dau declaratii de conformitate pentru ascensorul montat / componenta si aplica marcajul european de conformitate CE.

b) Directiva 90/384/EEC Echipamente de cantarit cu functionare neautomata (vezi tabelul cu grupa de produse)
Producatorii certificati/evaluati de SRAC pot emite declaratii de conformitate cu marcaj CE si pune pe piata aparate de cantarit cu functionare neautomata dupa obtinerea Certificatelor de conformitate‚ Examinare CE de tip sub responsabilitatea organismului notificat SRAC inscris in Jurnalul Oficial al Uniunii Europene cu numar 2003.

c) Directiva 89/106/EEC Produse pentru constructii (vezi tabelul cu grupa de produse)
Producatorii care au certificat controlul productiei in fabrica a produselor de SRAC pot emite declaratii de conformitate cu marcaj CE si pune pe piata produse pentru constructii in baza Certificatelor de conformitate CE sub responsabilitatea organismului notificat SRAC inscris in Jurnalul Oficial al Uniunii Europene cu numar 2003.

Certificarea SA8000 – SRAC Reprezentant IQNet Ltd pentru Romania

IQNet a fost acreditat de Social Accountability International pentru oferirea de servicii globale de certificare a sistemelor de management al responsabilitatii sociale conform standardului SA8000.

SA8000 reprezinta cel mai proeminent etalon, recunoscut la nivel international, pentru managementul responsabil din punct de vedere social al resurselor umane.

Organizatiile care urmaresc o sustenabilitate tridimensionala trebuie sa aiba in vedere, intr-un mod corespunzator, toate aspectele si impacturile de ordin financiar, de mediu si social generate de activitatile lor.

Certificarea SA8000 este disponibila prin vasta retea de parteneri IQNet, care acopera 50 de tari (SRAC fiind reprezentantul IQNet pentru Romania). O echipa de peste 25 auditori calificati, vorbind 15 limbi, furnizeaza a acoperire globala eficace.

Aceasta marcheaza o noua era pentru IQNet, acreditat direct pentru certificarea SA8000, precum si pentru partenerii sai. Din acest moment, in colaborare cu organismele partenere, IQNet poate sa sprijine organizatiile sa isi demonstreze angajamentul pentru un management al afacerilor sustenabil din punct de vedere etic.

5 June – World Environment Day

ISO has published standards that are highly relevant to the theme of this year  World Environment Day on 5 June, which is promoted by the United Nations Environment Programme (UNEP).

The theme for 2007 is "Melting Ice - a Hot Topic?", which focuses on the effects that climate change is having on polar ecosystems and communities, and the ensuing consequences around the world. Among ISO most recent environmental standards are ISO 14064 and ISO 14065 for supporting greenhouse gas reduction schemes and emissions trading.

ISO Secretary-General Alan Bryden has commented: "Claims made about reductions of the greenhouse gas emissions widely held responsible for climate change may have political and financial implications, in addition to environmental and technical ones. Ensuring the credibility of these claims is thus vital."

ISO 14064 and ISO 14065 are among the latest in the ISO 14000 family of standards for environmental management of which the best-known standard, ISO 14001, celebrated its 10th anniversary in 2006. In just a decade, ISO 14001 has become the international benchmark for environmental management systems. It is implemented in 138 countries and thoroughly integrated with the global economy.

Other standards in the ISO 14000 family are practical tools to address issues such as environmental labelling, environmental performance, life cycle analysis and environmental communication. The ISO 14000 family thus constitutes a holistic approach that can be implemented in any type of organization in either public or private sector, in organizations large or small, in manufacturing or services.

The ISO 14000 standards are the most visible part of ISO work for the environment. However, ISO has in fact a multi-faceted approach to the environment, comprising some 570 standards.

For example, it offers a wide-ranging portfolio of standardized sampling, testing and analytical methods for the monitoring of such aspects as the quality of air, water and soil. These standards are a means of providing business and government with scientifically valid data on the environmental effects of economic activity.

Other aspects of ISO environment-related standardization work include the following:
- integrating environmental aspects in product design and development
- treatment of waste
- sustainability in building construction
- quality of water supply and treatment services
- energy efficiency and renewable sources, including nuclear and hydrogen, and
- new work on ship recycling.

Alan Bryden commented: "These examples show how ISO provides prac­tical tools for meeting the environmental challenges facing the interna­tional community, including climate change, which is highlighted by World Environment Day 2007. However, taken as a whole, ISO’s current portfolio of some 16 500 standards also has much to offer for the economic and societal dimensions of sustainable development, in addition to the environmental one."

UNCTAD/WTO and SRAC organize workshops in quality management field and standards

The International Trade Centre UNCTAD/WTO and the Romanian Society for Quality Assurance are pleased to announce the launching of the Training Programme on Quality Management and Standards in Romania.
The programme will consist of training workshops presented by experts from the International Trade Centre UNCTAD/WTO and the Romanian Society for Quality Assurance (SRAC).

The participants will have the opportunity to:
• Learn how to expand markets using the benefits resulting from the WTO Agreements on Technical Barriers to Trade and Sanitary and Phytosanitary Measures;
• Learn how to consistently meet customer and regulatory requirements in export markets.

The first (generic) workshop on Quality Management will last two days and will take place at Vila Stavilar, in Sinaia on 1-2 March and 5-6 March. Additional information regarding the workshop are here

New ISO/IEC 17021 standard increase confidence in management system certification

Hundreds of thousands of organizations worldwide, their customers, consumers and regulatory authorities stand to benefit from a new ISO/IEC 17021 standard designed to increase confidence in management system certification.
ISO/IEC 17021:2006, Conformity assessment – Requirements for bodies providing audit and certification of management systems, places rigorous requirements for competence and impartiality on the bodies that offer audit and certification to standards like ISO 9001:2000 (quality management) and ISO 14001:2004 (environmental management).
The new standard has a huge potential impact since according to the latest figures, some 888 000 organizations in 161 countries are independently certified to ISO 9001:2000 and/or ISO 14001:2004.
ISO/IEC 17021:2006 is compatible with a further expansion of management system certification. It has been designed as the single source of internationally harmonized requirements for certification bodies and their activities not only in relation to ISO 9001:2000 and ISO 14001:2004, but also to new management standards for food safety (ISO 22000), information security (ISO/IEC 27001:2005) and supply chain security (ISO/PAS 28000:2005), as well as to any others that may be developed.
Replacing and improving on two ISO/IEC Guides (62 and 66), ISO/IEC 17021:2006 distills an international consensus on the latest in good practice. In addition, it incorporates guidance developed by the International Accreditation Forum (IAF). This is an international association of the accreditation bodies set up in many countries to approve (“accredit”) certification bodies as competent.
ISO/IEC 17021:2006 represents a new model for the standards that make up ISO’s “tool box” for conformity assessment, which is the evaluation of products, services, systems, processes and materials against standards, regulations or other specifications. It innovates in presenting principles of certification, then the performance-based requirements that flow from them. These principles cover impartiality, competence, responsibility, openness, confidentiality and responsiveness to complaints. The standard underlines the need to ensure the competence of all the personnel of the certification body – not just auditors – in the management system certification process.

Promovati inovarea in organizatia dvs. devenind Process Innovation Manager

Proiectul PIM  - nu implica costuri din partea dv. (proiect cofinantat de Comisia Europeana).

Alaturi de alti parteneri IQNet si de institutii de prestigiu, SRAC – Societatea Romana pentru Asigurarea Calitatii, participa in proiectul european PIM – Imbunatatirea inovarii in managementul proceselor de afaceri din IMM-urile est-europene prin utilizarea de manageri calificati pentru procesul de inovare (Process Innovation Managers).
Printre principalele obiective ale proiectului, orientate spre cresterea competitivitatii IMM-urilor din Europa de Est, se numara:
- crearea unei retele a IMM-urilor este-europene
- crearea unei platforme colaborative care sa sprijine inovarea proceselor de afaceri in IMM-uri
- instruirea a cel putin 150 manageri din IMM-urile implicate, care vor fi recunoscuti de IQNet ca “Process Innovation Managers”

Printre criteriile de eligibilitate pe baza carora se va face selectia IMM-urilor participante in acest proiect mentionam:
1. IMM-uri conform definitiei UE: "Categoria de microintreprinderi, intreprinderi mici si mijlocii (IMM) este constitiuta din intreprinderi cu mai putin de 250 de angajati si cu o cifra de afaceri anuala care nu depaseste 50 milioane EURO"
2. IMM-uri care nu au fost intervievate si care nu a fost implicate in proiectul DIGI-Q
3. IMM-uri cu sistemul de management certificat (ISO 9001, ISO 14001, OHSAS 18001 etc.) sau care sunt in curs de certificare
4. Esantionul selectat trebuie sa reflecte ponderea sectoarelor industriale din fiecare tara
5. IMM-uri care sa dispuna de o infrastructura tehnologica de baza (calculatoare, intranet, website etc.)
6. IMM-uri cu un sistem de management bine definit si cu o persoana responsabila de analiza proceselor, inovare si alte activitati similare
7. IMM-uri cu o abordare colaborativa pentru inovarea proceselor, orientate spre a deveni o organizatie bazata pe managementul proceselor
8. Prioritate acordata IMM-urilor din zone slab dezvoltate sau defavorizate
9. Prioritate acordata IMM-urilor mature

In masura in care organizatia dumneavoastra satisface minim primele 3 criterii mentionate (obligatorii pentru participare) si sunteti interesati sa participati la selectia IMM-urilor incluse in acest proiect, solicitati informatii la Veti primi un chestionar in baza caruia vor fi identificate necesitatile IMM-urilor implicate in proiect, pentru a fi proiectata platforma PIM si tematica cursurilor de instruire, pe care trebuie sa-l completati si sa il returnati in cel mai scurt timp.

Pregatirea antreprenoriala pentru Europa: curs SRAC - CCI Valcea

In luna iunie in Ramnicu Valcea, la sediul Camerei de Comert si Industrie Valcea a avut loc cursul - Pregatirea antreprenoriala pentru Europa, curs organizat in parteneriat cu SRAC.
Acelasi curs se va relua in luna octombrie, de aceasta data fiind sustinut in cadrul Camerei de Comert si Industrie "Oltenia" Dolj, la Craiova.
Cursul de adreseaza organizatiilor din industria alimentara.

Curs formare auditori calitate-mediu in colaborare cu QUASI Franta

Avem placerea de a va informa ca, in perioada 02 - 06.10.2006, SRAC in colaborare cu QUASI International – Franta organizeaza la Sinaia – Vila Stavilar (Aleea Pelesului nr. 2 – Complex Peles), cursul Formare auditori calitate - mediu. Cursul, sustinut de specialistul francez Michel Rougier, este destinat in principal profesionistilor pe linie de calitate si mediu, in speta reprezentantilor conducerilor pentru calitate si mediu si responsabililor calitatii si mediului, dar si altor persoane din diferite compartimente care participa la realizarea auditurilor interne si externe.

Cursul se va desfasura in fiecare zi intre orele 9 – 17, si se va finaliza prin certificate de absolvire emise de QUASI si de SRAC pe baza de test. Predarea se va face in limba franceza cu traducere simultana in limba româna. Conditia minima de participare la curs este buna cunoastere a cerintelor standardului ISO 9001:2000 si ISO 14001.

Trecerea la noul standard ISO 22000

Legislatia romana pentru siguranta alimentului prevede obligativitatea implementarii sistemului HACCP prin HG 1198 din 2002.

Referentialul pentru certificarea sistemului de management al sigurantei alimentului il constituie noul Standard International ISO 22000 (SR EN ISO 22000 - Sisteme de management al sigurantei alimentelor. Cerinte pentru orice organizatie din lantul alimentar).

ISO 22000 a fost publicat de catre Organizatia Internationala de Standardizare in septembrie 2005. A fost creat cu o larga participare internationala, pentru a obtine imbunatatirea calitatii si sigurantei de-a lungul intregului lant alimentar.

La elaborarea standardului ISO 22000 au participat experti din 23 de tari si mai multe organizatii internationale relevante, dintre care amintim: Confederation of the Food and Drink Industries of the European Union (CIAA), Codex Alimentarius Commission, International Hotel and Restaurant Association, CIES Global Food Safety Initiative, and World Food Safety Organization (WFSO).

ISO 22000 specifica cerintele pentru un sistem de management al sigurantei alimentului in orice veriga a lantului alimentar, unde o organizatie are nevoia de a demonstra abilitatea sa de a controla pericolele la siguranta alimentului, cu scopul de a furniza consistenta sigurantei produselor finale, respectând atat cerintele convenite cu consumatorii cât si cerintele reglementarilor aplicabile de siguranta alimentului.

Pentru a veni in sprijinul organizatiilor interesate de intelegerea cerintelor acestui Standard International, SRAC organizeaza in perioada 11-12 mai 2006 la centrul de instruire de la Sinaia, un workshop intitulat „Sisteme de management al sigurantei alimentului conform standardului ISO 22000:2005 – Comparatie cu cerintele standardului DS 3027E:2002”.

TIMM 2006 are ca pricipale obiective promovarea spiritului antreprenorial si construirea unei platforme de intalnire a potentialilor intreprinzatori si a oamenilor de afaceri cu oferta de asistenta si sprijin pentru infiintarea si dezvoltarea IMM.
